MINIMAL QUALIFICATION REQUIREMENTS:
Prerequisites /Common requirements/:
- Your equipment has to support H.323 or SIP protocols, and has to provide correct translation
  of telephone signaling from PSTN.
- License to terminate/originate voice traffic.

Technical requirements:

  1. Conditions of VOIP-calls origination:
    1. Participants equipment shall send calls to the following addresses:
      H323 protocol - 212.53.35.34,
      SIP protocol - 212.53.35.244
    2. Initiated VoIP-call use one of the following Coder-decoders (CODECs): G.723, G.729, G711
    3. Authorization of Participants equipment is performed:
      To static address.
      Dynamically by login and password encrypted by MD5 algorithm.
    4. Participants equipment has to provide:
      Receipt and transmission of RTP/UDP traffic from any address (to any address) of Internet; (Pay close attention to the configuration of firewall services).
      Receipt and transmission of TCP traffic for all ports to the address 212.53.35.34 or to the address 212.53.35.244 for service of signaling.
  2. Conditions of VOIP-calls termination:
    1. Minimum simultaneously served telephone calls 30 (E1 stream).
    2. It is Mandatory enabling of Participants equipment into PSTN in digital interface. This equipment has to provide correct translation of telephone signaling from PSTN.
    3. Participant equipment has to provide authorization of source of VoIP-call by SourceSignalAddress (in terminology of H.323). VoIP eXchange trade system sends VoIP-calls from addresses of administrative net 212.53.35.XX.
    4. Participants equipment has to provide:
      Receipt and transmission of RTP/UDP traffic from any address (to any address) of Internet; (Pay close attention to the configuration of firewall services).
      Receipt and transmission of TCP traffic for all ports from administrative network of VoIP eXchange trade system (212.53.35.XX) for service of signaling H.323.
      Receipt of voice traffic by CODECs G.723, G.729, G711.
      Receipt and transmission of traffic ICMP from addresses of administrative network of VoIP eXchange trade system (212.53.35.XX).

REGISTRATION PROCEDURE:
  1. Registration and filling out contact information. Please review the minimal qualification requirements to become an "VoIP eXchange" Supplier or Customer. After meeting these qualifications, fill in the registration form. The very first time you fill in our registration forms we will ask you for basic personal information - name, company, e-mail, preferences etc. (You can view our privacy policy here). We only ever ask you for these details once. If you ever want to change your personal settings you can do so by logging in and clicking on the 'My profile' link.
  2. Equipment registration. Log in and fill in your support staff contact information and equipment technical information (Click on /Equipment/ in /Settings/ area).Once you have filled in these basic questions there will be a just a few questions about the specific service that you are apply for - are you looking to buy, or sell - for example, and questions about your equipment. After registration the Participants equipment used for termination only of VoIP-call is going to be tested. We will send you confirmation and after that you will have to place orders for termination ( download Operational instruction ).
  3. Signing Agreement
  4. Placement of Sell/Buy orders (only provided the equipment of the participant has fulfilled the Technical conditions of participants equipment operation). Testing of connection quality for declared directions is going to be made and in case of success and after signing an Agreement, orders for termination shall be made public for other Participants of the VoIP eXchange trade system.

CONFIGURATION GUIDE:

Codec preferenses
Every terminating endpoint has a set of declared CODECs stored in VoIP eXchange database. Every declared CODEC is tested and committed by VoIP eXchange technical support. VoIP eXchange routing system is designed to check CODEC availability and preference prior to making a call setup. This set of tasks guarantees that connection will be established with CODECs that in both directions are equivalent or identical.
The following example is for Cisco IOS-based gateways. However, similar configuration could be applied on most H.323 endpoints.
Create a voice class to define the order of preference for selecting a CODEC when the access server/router negotiates with a destination endpoint.

The optional bytes parameter sets the number of voice data bytes per packet. The number of frames per packet CODEC should not exceed 3 (three).

Originating VoIP equipment could be configured with a number of audio CODECs.
It is not advisible indicating only one CODEC. Sequence could be changed to satisfy your requirements.

Limitations:
Full CODEC negotiation is supported with Fast Start call setup only.
Slow Connect scenarios are limited to G.723.1 w/3fpp.
Note:
Any H.323v2 compliant endpoint should support Fast Start feature.
The default for Fast Start is enabled, which is normally the preferred configuration.
H.323 Fast Start feature usually does not require any additional configuration.

MEMBERSHIP:
Necessary payments
The registration is free.
Commission of VoIP eXchange trade system for every minute routing - $0.005.
Primary Testing and registration of the equipment ( See Agreement - Appendix ¹3 )

Settlement
"VoIP eXchange" generally bills in US dollars and pays in Russian Rubles.

The basis for the transfer of monetary funds from the personal account of the Participant to its settlement account shall be considered the invoice issued by the participant, executed via Web-interface.All expenses for execution of the payments(i.e. bankig charges and commissions) shall be attributed to the Participant.The payment of the invoice shall be executed within 15 banking days from the moment of its issue.

After completion of communication session, initiated by the Participant’s equipment, actual cost of the communication session shall be deducted from its personal account, equal to the billing duration of the communication session in minutes, multiplied by the actual cost of termination as per the given direction and the commission of the “VoIP eXchange” trade system.
The deducted amount = Billing duration * (actual cost + Commission.)

After completion of the communication session, terminated by the Participant’s equipment, to its personal account shall be added the cost of the communication session, equal to the billing duration of the communication session multiplied by the difference between the stated cost of termination as per the given direction and commission of the “VoIP eXchange” trade system.
The added amount = Billing duration * (The stated cost – Commission)

The cost stated, in the order for termination of routing shall be considered as final, and shall include all the expenses of the Participant, his taxes inclusively, and similar fees and duties, as well as commission of the "VoIP eXchange" trade system.

RULES OF TARIFFICATION:
In VoIP eXchange trade system common rules of tarrification of communication session shall be in force. The minimal duration of the communication session shall constitute one (1) second; further prolongation of duration of the communication session shall be executed by interval of 1 second (0/1/1/).
In tariffication statistical data of the “VoIP eXchange” trade system shall be used exclusively.
